ROCHELLE — Two new familiar faces have joined the Flagg-Rochelle Community Park District staff and each brings unique expertise and experience to the organization.

Shane Bays is a new full-time maintenance staff member who began working with the district in late February, while TC Hager began serving as the new recreation supervisor in mid-February. Both staff members were introduced to the park board and public during Monday night’s regular monthly district meeting.

Bays, a Rochelle native, received his associate’s degree in sports turf/maintenance management from Kishwaukee College. He previously worked as the golf course superintendent at Aldeen Golf Club in Rockford, as well as River Heights and Buena Vista golf courses in DeKalb.

“When brought back for a peer interview, it was unanimous that Shane is an ideal candidate for our maintenance department,” said park director Jackee Ohlinger.

Hager is also a Rochelle native who earned his bachelor’s degree in exercise science from the University of Iowa. During his time at Iowa, Hager coached strength and conditioning at both the high school and division one collegiate level. More recently, he has gained experience as a group fitness instructor at NIU while pursuing his master’s degree in sport and recreation management. 

“Hager has an outgoing personality with a strong work ethic, which will pair nicely with our team chemistry,” Ohlinger added.

Tax rebate plan

In other business on Monday night, park commissioners approved joining in the City of Rochelle’s Property Tax Rebate Program (Ordinance No. 18-4942) in an effort to spur residential growth in the region.

“Under this plan, we will reimburse the park district’s portion of real estate property taxes for the tax years 2019 and 2020 to any individuals who construct new single-family residences within park district limits,” Ohlinger explained.

She added that the reimbursements will only be paid to individuals who maintain tax liability for newly constructed single-family homes within the park district footprint who demonstrate that they (or their mortgage company) have paid 2019 and 2020 real estate property taxes in full, and who certify that they have no prior year property taxes outstanding.
