David S. Coil, 31, of Rochelle, was stopped by Illinois State Police for no seat belt on Aug. 23 at 5:33 p.m. on IL Route 251 at Carrie Ave. in Rochelle and charged with possession of a controlled substance, civil possession of cannabis and failure to wear seat belt. Coil was transported to the Ogle County Jail.
