ROCHELLE — The ‘Hub City’ will soon be getting a new convenience store as Rochelle City Council members approved a preliminary and final plat proposed by a local developer.
HP Real Estate LLC plans to have fuel, gaming, a quick service restaurant with a drive-thru and indoor seating and convenience store on the corner of Illinois Route 251 and Flagg Road.
Tim Hayden, the developer, plans for just over 2.5 acres for the project — Benny’s Corner Market.
According to city manager Jeff Fiegenshuh the TIF District made the project possible. Per the proposed TIF development agreement, HP Rochelle Real Estate, LLC will be allowed to capture 50 percent each year of the incremental taxes of the project property only, with a maximum of $400,000 total of TIF eligible expenses.

Hayden plans for the store to open by the end of November.

Also at Monday night’s city council meeting, Sue Messer and Chris Cardott were reappointed as city clerk and treasurer, respectively. Jenny Thompson and RoseMary Hueramo were also sworn is as deputy clerks.
Community development director Michelle Pease also introduced the city’s new building inspector, Geoff Starr, to council members.
Council members also approved a Class T liquor license for the Love’s Travel Stop and Country Store on the city’s south side. The license allows for alcoholic liquor to be sold at licensed truck stop establishments in the original package and such alcoholic liquor shall at the time it leaves the premises be sealed in its original container. No alcoholic liquor, except in the original package, shall be sold upon any premises licensed as a licensed truck stop establishment and there shall be no consumption whatsoever of alcoholic liquor on the premises of a licensed truck stop establishment.
The council approved the bid of just over $59,000 for the resurface of the parking lot at Fairways Golf Course with work expected to take place over a period of three days in July.
