Next phase for 20th Street improvement project moving forward

ROCHELLE — Rochelle City Council gave the nod for phase two of the 20th Street widening and pavement improvement project during Monday evening’s meeting at City Hall.

The project is from Eighth Avenue to Carrie Avenue that was divided into two phases over the past four years. Phase two will involve a geotextile layer installed to extend the life of the pavement.

Following the mandatory bidding, Martin and Company submitted an estimate for the improvements in the amount of $187,608.90. Portions of the project have been contracted out, along with the city’s street department contribution in an effort to extend infrastructure funds.

Rochelle city engineer Sam Tesreau explained to council members that the costs would be more than double if the street department hadn’t contributed to the project. Tesreau extended thanks to the street department for their assistance.

“We have to find creative ways to do more with less funding. We don’t always get to the project in a timely manner like everyone may expect, but it’s in an effort to try and save money for the city and extend those infrastructure dollars,” Tesreau said. “If we bid this project out between the two phases we would be over $900,000. To date, we are looking at about $450,000. That’s a big cost savings to us. That allows us to do something somewhere else in town.”

Seal coat street maintenance for 2017

Council members approved a resolution appropriating MFT funds for the 2017 annual seal coat maintenance project. Several streets and alleys were identified to receive the seal coat treatment this year in an effort to provide maintenance and preservation.

After the required bidding process, Civil Constructors, Inc. submitted the lowest bid in the amount of $122,107.25. The resolution approval will allow the city to move ahead with providing the associated engineering, maintenance and/or construction costs through funds transfers from the Motor Fuel Tax fund to the capital improvement fund. Streets scheduled for sealcoating this year include Carlisle Drive, Meadow Lane, Turkington Terrace, North Second Street, East Fifth Avenue, Lakeview Drive, Garfield Drive, South 12th Street, Avenue E, Irene Avenue, section of South Main Street, Southview Drive, and South Randall Road.

“This is a cost effective way to at least provide short term maintenance on our roadways so they don’t get away from us and we get more costlier reconstruction,” Tesreau said.
