ROCHELLE — On Feb. 23 at 3:08 p.m. Robert Cowans, 47, of DeKalb was arrested for retail theft. He was released on an I-Bond with a March 31 Ogle County court date.

On March 2 at 4:31 p.m. Rebecca I. Waters, 21, of Rochelle was arrested for retail theft. She was released on an I-Bond with a March 31 Rochelle court date.

All individuals are considered innocent until proven guilty.
