Street repairs on tap in Hillcrest

HILLCREST — Residents in Hillcrest should expect to see repairs on several streets throughout the village in the near future.
Following the recommendation from Village Engineer Jim Sparber, trustees approved the street maintenance project of about $143,000.
Streets to be patched include Scott Ave., Hillcrest Rd. at Wayne Rd., River and Roy Aves., Erret St. from Park Ave. to Linda Ave., Linda Ave. at Rosalind and at Powers Rd., Maple at IL Route 251, Maple Court, Gale Court, Windover Park Court, Windmill Court, and Windward Court.

Trustees approved the intergovernmental agreement between White Rock Township and Hillcrest regarding winter maintenance (plowing and salt applications) on Bethel and Kent Roads on the outer edge of the village.
Property problems

The new appropriations ordinance was presented for review by the trustees and is expected to be approved at the September meeting.
Board members discussed restructuring the ordinance involving property nuisances, such as non-compliance with grass height, junk vehicles, campers, and boats.
Trustee Jason Fore suggested the ordinance be updated to reflect specific fees the village would charge if necessary to rectify the property to be compliant.
“I would like to restructure the ordinance, work with the building inspector and the police department and set up some type of fee schedule, notification schedule,” Fore said. “I think it’s time. Some of these properties have gone on way too long, some not too much.”
Several properties throughout the village have become unsightly. Village Attorney Paul Chadwick explained through code enforcement, the village could do the work required, and file any liens necessary.
Trustee Tim Ball echoed Fore’s statement that the village needs to update the ordinance and take the proper steps to enforce it.
“I’d like to know that we are spending money to beautify Hillcrest to make it the best place we can possible as trustees,” Ball said.
Tower, well costs
Sparber also discussed two options available, along with an estimate of the costs, to install a new water tower as well as a new well and well house. Estimates range at $600,000 for a 200,000-gallon storage tank and about $450,000 for a well, well house and pump.
The latest water modeling study determined the village has less than the recommended volume of elevated water storage in the existing 50,000-gallon storage tank.
The approval of the automatic hydrant flushers was tabled for further review. The possibility of getting two portable units instead of one portable and one permanent unit was discussed.
