William "Bill" Heal moved his family to Creston in 1957 and quickly became involved in community service. He was an early member of the Creston Booster Club. Under his leadership, the club built up a wonderful parade that helped draw crowds to Creston for the annual Booster Days each fall and he worked throughout the year as a caller and card seller for their Thursday night BINGO. He also participated in many behind-the-scenes activities to help make the Booster Club a success that provided numerous benefits for local residents.

For nearly 20 years, Bill served on the Village of Creston School Board, many of those as president. Bill served on the Village of Creston Board and as village president from 1982-2007. During Bill's tenure he guided major accomplishments including the building of a new firehouse,  post office and the village hall; construction of the water tower and the installation of the sewer system with the aid of grants he helped secure.

After Bill's passing in April 2020, the Village of Creston wished to remember his dedication and leadership with the memorial plaque.
