Ogle County Sheriff’s Report: April 5-8, 2025

On April 5 at approximately 5:35 a.m. deputies responded to a single-vehicle crash on Illinois Route 64 near the intersection of Kent Road in rural Rochelle. An initial investigation revealed a vehicle was traveling westbound on Illinois Route 64 when it crossed over the center line into the eastbound lane before entering the south ditch.  After entering the ditch the vehicle proceeded into the field where it overturned coming to rest on its roof.  The driver, Douglas Carr, 55, of Rochelle, was transported to the Rochelle Community Hospital where he was pronounced deceased.  The incident is still under investigation. Deputies were assisted by Hillcrest Fire/EMS, Rochelle Fire/EMS, and the Illinois State Police.

OREGON — On April 5 at approximately 5:35 a.m. deputies responded to a single-vehicle crash on Illinois Route 64 near the intersection of Kent Road in rural Rochelle. An initial investigation revealed a vehicle was traveling westbound on Illinois Route 64 when it crossed over the center line into the eastbound lane before entering the south ditch.  After entering the ditch the vehicle proceeded into the field where it overturned coming to rest on its roof.  The driver, Douglas Carr, 55, of Rochelle, was transported to the Rochelle Community Hospital where he was pronounced deceased.  The incident is still under investigation. On April 5 at 2:12 a.m. deputies checked on a vehicle in the ditch on Interstate 39 southbound at mile marker 112. After an investigation, Ciro Nelson Santos, 43, of Milwaukee, Wisconsin was arrested for driving under the influence of alcohol. Santos was also issued citations for driving with no valid driver’s license, driving under the influence of alcohol over .08, and aggravated driving under the influence of alcohol. Santos was transported to the Ogle County Jail and released on a notice to appear with a return court date.

On April 5 at 3:44 p.m. the Ogle County Sheriff’s Office investigated a motorist assist near the intersection of South Meridian Road and East Illinois Route 64. After an investigation, Daniel J. Lamczyk, 42, of North Lake was placed under arrest for driving under the influence of alcohol. Lamczyk was also issued a citation for improper parking on a roadway. Lamczyk was transported to the Ogle Jail and released on a notice to appear. 

On April 5 at 7:08 p.m. deputies conducted a traffic stop in the 5,000 block of North Illinois Route 2 for a speeding violation. After an investigation, a 15-year-old male juvenile from Byron was arrested for no valid driver’s license, and driving under the influence of alcohol. The juvenile was additionally issued citations for driving under the influence of alcohol over .08, and speeding. A 14-year-old female juvenile from Oregon, a 16-year-old female juvenile from Byron, and a 17-year-old male juvenile from Byron were also in the vehicle, and issued citations for illegal consumption of alcohol under age 21. All of the juveniles were released to parents or guardians and provided with a future court date.

On April 7 at approximately 12:20 p.m. deputies initiated a traffic stop in the 5,000 block of East Flagg Road. After further investigation Anthony Frey, 31, of Mt. Morris, was placed under arrest for an outstanding Lee County warrant.  Frey was transported to the Ogle County Jail where he was held in lieu of bond.

On April 8 at approximately 6:16 a.m. deputies initiated a traffic stop in the 20,000 block of East Illinois Route 64.  After further investigation Anthony Roman, 41, of Rockford, was placed under arrest for driving while license suspended.  Roman was also cited for speeding.  Roman was released on a notice to appear bond.

On April 8 at approximately 8:56 a.m. deputies initiated a traffic stop in the 2,000 block of North River Road. After further investigation Tomas Garcia Larios, 51, of Oregon, was placed under arrest for driving while license revoked.  Garcia Larios was transported to the Ogle County Jail where he was released on a notice to appear bond.

All individuals are considered innocent until proven guilty.
