Illinois State Police arrest man for unlawful possession of alcohol

Robert T. Coine, 19, of Oregon, was stopped for speeding on April 8 at 1:30 a.m. on IL Route 38 at Jones Road in Rochelle and charged with unlawful possession/consumption of alcoholic liquor by a minor. Passenger Gabrielle E. Russell, 18, of Mt. Morris, was also charged with unlawful possession/consumption of alcoholic liquor by a minor. Both subjects were released on I-bonds.
Jose Manuel Menchaca, Jr., 39, of Rock Falls, was stopped on April 7 at 8:10 a.m. on Interstate 88 eastbound at milepost 42 in Whiteside County after a routine registration check revealed the registered owner had a suspended driver’s license and a warrant. Menchaca was charged with driving while license suspended and wanted on warrant. He was released on an I-bond.

 Dustin C. Teubert, 36, of Janesville, Wis., was stopped for speeding on April 7 at 5:43 p.m. on Interstate 39 northbound at milepost 103 in Ogle County and charged with possession of hypodermic syringes. Teubert was released on an I-bond.
Abel D. Barnes, 35, of Chicago Heights, was stopped for speeding on April 5 at 6:32 p.m. on Interstate 39 northbound at milepost 103 in Ogle County for speeding. Barnes was wanted on a Cook County warrant for aggravated battery. He was unable to post the $250,000 bond and was transported to the Ogle County Jail.
Ramiro H. Avila, 20, of Rochelle, was stopped for expired registration on April 4 at 4:15 p.m. on IL Route 251 at 10th Ave. in Rochelle and charged with driving while license suspended and expired registration. Avila was released on an I-bond.
Marcell R. Taylor, 38, of Rockford, was stopped for speeding on April 4 at 5:25 p.m. on Interstate 39 northbound at milepost 99 in Ogle County and charged with driving while license suspended, speeding and improper display of license plates. Taylor was released on an I-bond.
