ROCHELLE — On Feb. 24 at 8:38 a.m. Matthew C. Skaggs, 40, of Compton was cited for Scott’s Law violation. He was released on an I-Bond and given a March 25 Rochelle court date.
On Feb. 24 at 8:14 a.m. Matthew J. Norris, 24, of Rochelle was cited for speeding 52 m.p.h. in a 30-m.p.h. zone. He signed a promise to comply and was given a March 25 Rochelle court date.
