Planning and zoning vote to recommend annexation agreements

ROCHELLE — Rochelle City Council is set to vote on an ordinance amendment along with an annexation agreement following a recommendation from the city’s planning and zoning commission.

The City of Rochelle received a petition from Progressive Park LLC (formerly Prologis Park) to amend the current annexation agreement to include two lots that were excluded in the original agreement 12 years ago.

The amended agreement would combine three separate parcels into one and rezone the property to I-2 General Industry. A house currently sits on the middle of the three. Representing the City of Rochelle, city manager Jeff Fiegenschuh said developers have purchased the property and requested the property changes. The agreement would also be amended to reflect the property annexation into the corporate limits.

A public hearing was held, with a vote to recommend city council approve the measure.

Commissioners also gave a nod of recommend an annexation agreement with four property owners on the southwestern corner of Flagg and Caron Roads. The purpose of the annexation agreement is to include the property in the Northern Gateway TIF district, which could potentially spur development.

During the public hearing, resident Sally Sawicki voiced her concern of potential flood issues if the property were ever to be developed. Fiegenschuh relayed any new development would have to abide by the current water abatement standards in place. He also noted there are no projects proposed at this time.

“At the next meeting council will vote on the ordinances for the TIF District, and if this matter is approved it will also be included,” Fiegenschuh said. “The TIF provides incentives for developers to come in and use TIF-generated dollars for TIF-eligible expenses such as site improvements and drainage.”

Council is expected to vote on the ordinances at the next meeting.
